According to the definition in Annex 1 of the Turkish Food Codex Regulation on Food Additives published in the Official Gazette dated 30.06.2013 and numbered 28693:
"Emulsifiers: Substances that allow two or more immiscible phases, such as oil and water, to form a homogeneous mixture or to ensure the continuity of the homogeneous mixture formed in a foodstuff."
