According to the definition in Annex 1 of the Turkish Food Codex Regulation on Food Additives published in the Official Gazette dated 30.06.2013 and numbered 28693:
" Carriers : Dissolving, diluting, dispersing or physically using food additives or flavorings, food enzymes, nutrients and/or other substances added to foods for nutritional or physiological purposes, without changing the technological functions of these substances and without having any technological effect with each other. substances which, by modifying them, facilitate the processing, administration and use of these substances."
